Medical Equipment Provision for Regional Healthcare Institutions
EDCF Loan Agreement No.: UZB-13
- The Government of the Republic of Uzbekistan has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of US$74,000,000 toward the cost of ‘Medical Equipment Provision for Regional Healthcare Institutions’ and intends to apply a portion of the proceeds of this loan to payments under the contract for Medical Equipment Provision for Regional Healthcare Institutions.
- Ministry of Health of the Republic of Uzbekistan (the ‘MOH’) now invites sealed bids from eligible bidders for the following the Procurement for the supplying medical equipment for “Medical Equipment Provision for Regional Healthcare Institutions.”
- Bidding will be conducted through Competitive Bidding (CB) procedures, Single stage and two-envelope specified in the Guideline for Procurement under EDCF Loans and is open to all eligible bidders that meet the following minimum qualification criteria.
This Invitation for Bids is open to bidders who are Single Entity or the combination of entities in the form of a Joint Venture or Association/Consortium (JVA), which shall cover the role of Medical equipment supplies under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent.
- Eligible Bidders for Medical Equipment Supply are:
- National of the Republic of Korea (including juridical persons incorporated in the Republic of Korea in accordance with its laws; hereinafter the same shall apply)
- Foreign corporations in which the nationals of the Republic of Korea hold more than 50% shares and the foreign subsidiaries of the foreign corporation for which the nationals of the Republic of Korea reserve right to management and business performances of which are vested in the nationals of the Republic of Korea
- Consortiums that the national of the Republic of Korea formed to participate in a project with corporations set up in accordance with the laws of the developing country that is the borrower in the project concerned, in which the national of the Republic of Korea holds shares of 50% or more or has the de facto decision-making rights.
- Bidder's last three [3] years (2021, 2022, 2023) average and last year net worth calculated as the difference between total assets and total liabilities should be positive, respectively. (At least one partner in the JVA must meet the requirement).
- The annual net profit shown on Financial Statements (Audited Report or Certificates issued by Korean government (NTS) of the Bidder shall not be in deficit during the last three [3] years (2021, 2022, 2023). Each participant should meet the requirements.
- A bidder in bankruptcy status and a Corporate Re-Organization Proceeding is prohibited from bidding for this project (Each partner in the JVA must meet the requirement);
- All pending litigations shall be treated as resolved against the bidder and so shall in total not represent more than fifty percent (50%) of the bidder’s net worth of the year 2023 (Each partner in the JVA must meet the requirement);
- Representative Firm Average annual turnover for the last three [3] years (2021, 2022, 2023) shall be more than US$ 150,000,000 [One Hundred and Fifty Million US Dollars].
- Average annual turnover of bidder for the last three [3] years (2021, 2022, 2023) shall be more than US$ 20,000,000 [Twenty Million US Dollars] calculated as total certified payments received for the contracts in progress or completed.
- The Bidders have a certificate or letter of commitment from reputed banks to the effect that the bidder has financial resources/access to US$1,000,000 [One million Dollars] for smooth execution of the Project. For JVA, Representative company must meet more than 60% of the total requirement, and the sum of all partners combined should meet one hundred percent [100%] of the requirement.
- The bidder shall have experience under medical equipment supplying contracts in the role of supplier for at least the last Three [3] years from the bid issuing date. At least one partner of JVA must meet the requirement.
- At least three [3] similar Medical Equipment projects* in or outside of bidder’s country of origin, at least one [1] outside of the bidder’s country should be included. The minimum contract amount US$2,000,000 [Two Million US Dollars] completed in the last three [3] years (warranty period included) from the bid issuing date. At least one partner in the medical equipment JVA must meet the requirement.
* “Similar Medical Equipment project(s)” means the medical equipment supply project which includes delivery, installation, training, and warranty of medical equipment which coincides with not less than 50% of the number of medical equipment with same purpose and function listed in this project.
- Interested eligible Bidders may obtain further information from The Ministry of Health of the Republic of Uzbekistan (the ‘MOH’) and inspect the bidding documents at the address below from 09:00 to 16:00 hours
- A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of 300 US Dollars. The method of payment will be bank transfer. The Bidding document will be available from 16 October 2024.

- Both of the hardcopy and softcopy of bids must be delivered to the address below. The hardcopy with non-rewritable CDs or stick memory of the Bids must be delivered in person or shipment airway by air courier to the address below at or before 16:00, December 2, 2024. The deadline for submission of the hardcopy and non-rewritable CDs or stick memory of the Bids has been extended to 16:00, 12.12.2024. All bids must be submitted accompanied by a Bid Security amount of US$ 1,500,000. The Bid Security shall be valid for twenty-eight (28) days beyond the original validity period of the bid. Late bids shall be rejected. Bids will be opened and recorded in the presence of the Bidder’s representatives who choose to attend. The Purchaser is to give further notice confirming the date and place for the pre-bid meeting and bid opening (Technical and Financial proposals).
- The Ministry of Health will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
